Godfather and Phyll, am I right in thinking that an IP (Internet Protocol)address can be "rolling" aka "dynamic"? I read that any ISP has only limited addresses available, so their numbers are allocated on a `session basis` to their users?

I don't know the answer to your query.... but at the end of the day {and as others have pointed out}, if you were signing-on and posting all your messages from internet cafes - I'm not sure it would make any difference in terms of "trace-ability"?!

That's certainly what i've read. If you observe your own IP address, it tends to alter slightly at times. Sometimes it will go back to what it was. But it's quite rare to find an absolutely static IP. But it depends really. Some people use Proxy addresses also (a false IP front,so you can be anonymous). There are many to choose fromand switch between.
