Well, I think it's genuinely Russian, because it mentions Kaschenko (which is a mental hospital in Moscow and a well-known name for a Russian). Still, it's a disgrace to Russians. I'm sorry, we are not *all* like this.
Sometimes I feel quite ashamed for my countrymen. More often than I would like to.

Tootsie/bIG is only having a laugh.
However, I believe a stay in Kaschenko would do him/her no harm. :)
