If this wasn't so annoyingly stupid and costing us money it would be funny.

As most of you know we own an apartment in Turkey. It is a new build, in a block of 7. We are all 'foreigners', and all are holiday homes, but it isn't in a complex, but on a normal street. The bottom apartment presently belongs again to the 'builder', and until he re-sells it, he lets it out to members of his hotel staff. This isn't a problem.

Earlier this month we were informed by one of the other apartment owners who was on holiday at the apartment block at the time that there had been a problem with the electricity supply.

On Thursday 8th July there had been several power cuts to the whole street, and by early on Friday 9th the power had been restored. It went off again at around 7.30 a.m. that morning, and when it had not been restored by 10.00 a.m. our neighbour found a note from Aydem (the electricity company) in Turkish at the front door to the apartment block which, when translated, stated that our cable had blown and was the cause of the power problems.

A new apartment block is being built across the road from our apartment block, and it is possible that the large amount of heavy duty vehicles being used in connection with the building may have led to some subsidence which had allowed either too much pressure or sharp contact with the cable.

Our neighbour contacted Aydem and were told that the entire cable had to be replaced from the pole to the meters, and were adamant that any kind of repair was out of the question. The neighbour contacted the 'builder' who employed an electrician to do the work and the electricity was restored. After two telephone calls, Aydem eventually turned up at 2.00 p.m. on Saturday 10th July, passed the work and restored the power.

Whilst digging up the road to get to the cable, the digger hit a water pipe, meaning a plumber had to be called out.

The builder paid for all the work in cash and therefore got no receipts. The apartment owner dealing with it all seems to think this is ok, and that we got the work done quickly because of it. Zak and I are annoyed because we don't think it should have been up to us at all to make good the repairs - it was outside the perimeter of our property and therefore should have been Aydem! If anybody should be charged for it all it is the builder of the new apartment blcok!!

It all came to nearly 1,900 Turkish Lira (about £700) and each apartment is paying £100. We suggested that the apartment owner go to Aydem's office with receipts (pah! WHAT receipts?!!) and see what they say. This wasn't any good, so Zak contacted the local CAB in the town we have our apartment; they said that we were right, it should not be us paying. I am also emailing Aydem, threatening to refer it to their governing body EMRA and 'possibly' take court action if I do not get satisfaction!!

What is REALLY annoying is that all the other apartment owners are just willing to pay up without fighting! Of course, that IS the easy option, but surely it is better to get things done properly? None of us can afford to lose £100 for something we shouldn't be paying for, and the 'builder' is a business man who knows that receipts are needed. It is all the underhand dealings that get me.

Yes he got it sorted for us, for which nwe are grateful, but we shouldn't be paying for a repair of damage which was none of our doing.

What do you all think, are we right to take a stand or should we just 'pay up and look happy'?

Dont go there! we had our house in Turkey for 7 years Anne, electric supply as you know is pretty hit or miss anway, and when you do have a localised problem ther are lots of shrugging shoulders (by the way, do the Turks have spirit levels or plumblines? we never saw any and we never saw anything straight.. I digress) until someone turns up on a moped, with wife and 3 kids on board, they all traipse into your home (Hosgeldeniz) and the guy opens your electric box whilst the woman looks around your house without invite, sound familiar? Then, the guy hands the youngest kid a homemade screwdriver and points to some wiring, mutters in Turkish `stick that in there kiddo`, sparks fly and some tape is produced, wires joined and the lights come on, a palm is shown requiring renumeration and off they all pop.
Now, we had many problems on our `sitesi` as money was always being requested by the Baskan with little to show for it, and as you said, most coughed up as usually it was `only` 50YTL or 50 Euros, but it alladds up. Its really why we sold and moved to Spain last year, the sun is the same, weather similar and FAR more user friendly.... get over here, its cheaper too!

We've had ours for about 6 or 7 years, John (though we had been going to Turkey for 17 years or so before that, and travelling most of the country.)

I suppose we are lucky in that a very good friend of ours is the leader of one of the political parties for the region, [and goes regularly to Ankara to meet with the president]. He has a lot of 'clout' in the town and usually we only have to say something and it is done - trimming the trees which line the street, but which were getting sa bit too close to one of our balconies for comfort, for example. He had a word with the belediye (Council) and it was done]. He wasn't always in politics, but his family have always been respected. Anyway, like you I digress.

As I said we are on a normal street, no 'sitesi' and arrange between ourselves how much we are going to pay per year for what we call the services (though we each pay individually for water and electricity). We pay about £150 a year per apartment, not bad really - as I said we decide between ourselves. We have just had the outside area tiled which cost quite a lot of money - as none of us are there full-time the garden was hard to keep nice; sad thing about that is that the 10 banana plants we used to have had to be dug up too (we had easten bananas from them before). Oh well. Basically, we pay into the 'services' for the electric in the stairwell and other communal areas; maintenance of the lift; repainting the outside (when necessary) and any other necessary items. We also take it in turns (for 3 years)to be 'treasurer' - at least those who have the time do.

Our point is that if the other aspartment owners had had the same problem in England, you can bet your bottom dollar that they would have kicked up a fuss if Npower or whoever had said they had to pay for ndamage to na cable OUTSIDE the perimeter of their property!!

Sorry - wouldn't move. We love Turkey; its people, its food, its culture, and everything about it. It is why we bought property there, and why we'll be spending a lot of time there once the sad time comes when Tosun goes to Rainbow Bridge. You just have to be firm sometimes (by the way, did you know that Turks hold bank clerks in great awe?! Even our friend, mentioned above, is like putty in their hands!! It is very annoying, as they seem to think they can get away with rubbiush service! They can't with us!!!)
